The event entitled “Breaking Down the Barrier to Siting Renewable Energy in New York State” was held at the Rockefeller Institute of Government in Albany. Jim’s presentation was based on his experience to date representing developers in the permitting process and potential solutions that would streamline New York’s Article 10 siting law. The conference focused on the numerous challenges in achieving Governor Cuomo’s ambitious clean energy goals and a clean energy future for New York State. Jim discussed the Article 10 siting process and the review, timing of certification, and the ability of the State to meet the State energy policy mandate of 100% of the State’s electric generation from renewables by 2040 and practices the State agency staff could implement to improve timeframes and uncertainty under Article 10.
