Richard Ostrov has practiced environmental and administrative law for 37 years beginning his career with the U.S. Environmental Protection Agency in Washington, DC, principally working on air and Superfund cases, continuing as an associate and Of Counsel in the law firm of Rivkin, Radler, Dunne and Bath in Washington, DC, and for 28 years with the New York State Department of Environmental Conservation in his last position as the Regional Attorney for the Region 4 Capital District Office where he represented the Department in the full range of Environmental Conservation Law enforcement, regulatory compliance and permitting matters. He is also an adjunct professor for the American Public University where he teaches courses online in environmental law, environmental ethics, NEPA and climate change. His areas of practice include environmental, administrative and energy law.
